The accused senior officer's pleaded not guilty in court at Devonport Naval Base - to a charge with an act likely to prejudice service discipline.
It's alleged they encouraged a junior under their command to kiss them on the cheek - during overseas deployment in 2023.
The witness told the court he decided to not report the incident, over belief the complaint would go nowhere, and affect his training.
He says he wanted to "hide under a bush and have nothing to do with it".
