    Concerns contract issues are stifling competition in the electricity sector


    The Electric Authority has found independent retailers can easily secure hedge cover offered by gentailers, ensuring it will receive electricity at a fixed price.

    However, contracts guaranteeing prices during peak times are scarce.

    The authority has found there could be good reasons for this, including low fuel supply, or it could be a "convenient excuse" from the gentailers.

    Chief Executive Sarah Gillies says price transparency is essential.
