The Hutt City Council knew a gastro outbreak was linked to a pool, but waited nearly two weeks to tell the public.
Internal emails show the council decided to take a reactive approach once media began asking questions, rather than proactively alerting the community.
There have been 93 confirmed cases this year in the Wellington region - far higher than normal.
Community carer Julie took a disabled client to Te Ngaengae Pool about a week before a March 21 alert - where he caught the stomach bug - and is furious the council already knew about linked cases.
Julie says she wishes she'd have known as it could've killed her patient.
