Ghomer Dulay's 17-year-old son and 19-year-old daughter were killed when the car hit a tree on Rakaia Terrace Road, in August last year.
He's also been charged with causing injury to his wife, and his oldest child.
According to the statement of facts, the 46-year-old lost control when he hit his accelerator rather than the brakes, after hitting a gravel surface.
The car was travelling at 120 kilometres per hour at the time.
