Customs officers first became aware of a suspicious container last week after a routine x-ray at the Port of Tauranga, before two men forced entry into it and loaded five suitcases into a car.
Police were able to stop the car and arrest the two men, with two more arrested after search warrants at western Bay of Plenty addresses on Wednesday.
Police say all four men are associated with the Mongrel Mob, Comancheros and Filthy Few, and believe the operation may have been going for some time.
The methamphetamine seized, equates to 10 million doses, with an wholesale value estimated up to 32-million-dollars.
