South Waikato's council is aiming to promote growth in the area despite the ceasing of paper production at Tokoroa's Kinleith Mill

It will stop producing paper in June taking along with it 230 jobs.
The council's carrying out a plan called Project Phoenix to create economic opportunities.
It includes the creation of a food ingredients processing facility and multiple housing developments.
Mayor Gary Petley says a new industrial development with 13 sites is also being created.
He says the development is to encourage business to come, and to show the area is willing to work with everyone.
