    The Southern Orca have joined the South Island Kea and another bid led by former Kiwis coach Frank Endacott.

    They were among several expansion proposals rejected by the NRL last month, with Australian Rugby League boss Peter V'Landys calling for hopefuls to lift their game.

    Orca chair and coaching great Sir Graham Lowe says they've already progressed.
