Calls for harsher punishments for drivers who seem undeterred by speeding fines

A study's found drivers who've received speeding tickets - are three times more likely to be in a crash than people not ticketed.
Speed was a factor in a third of fatal crashes last year.
Canterbury University's Darren Walton says the fine regime hasn't changed since 1999.
He says it's possible to retain a licence with four to five tickets over a two-year period - and that's an extraordinary risk.
Walton says he'd increase the fines, but demerits are another option.
