19 October 2025
Bayly - who serves the southwest Auckland and northern Waikato regions has made a submission for the second phase of the Royal Commission of Inquiry.
He's raised issues including the separation of families, the strain on mental health and a disconnect between those who experienced the lockdown and those who didn't.
Bayly told our newsroom he was too slow to intervene in several situations, due to the volume of calls and emails his office was receiving and says he's still haunted by events that occurred.
