Officials believe the city's new walking and cycling project will only deliver 40 to 60 cents worth of benefits for every dollar spent on it.
Data released to ACT Party transport spokesman Simon Court show other Waka Kotahi funded cycleways deliver more than ten times better value for money.
The decision to fund those projects is made by councils and the transport agency, unlike the harbour bridge plan which is the Government's preferred option.
The project has yet to obtain resource consent.
