Up to 130 people were evacuated after a blaze took hold of land around Pegasus Beach, Woodend Beach Holiday Park and Pines Beach.
Fire investigators have confirmed fireworks set off in high winds last night started the fire.
Herald reporter Kurt Bayer says the blaze has charred sand dunes and destroyed vegetation.
He says the camping ground has managed to escape unscathed.
People affected by the smoke are being told to close their windows and doors, stay inside if they can.
