    Staff at Gisborne District Council have experienced a 39 percent hike in abuse and threats this year


    Chief Executive Nedine Thatcher Swann says more have required police involvement than ever before.

    She says incidents range from physical assault and verbal abuse - to intimidation and low-level threatening behaviour.
