    The Herald has revealed Police used 28 motion-activated cameras in Waikato bush as they hunted for fugitive Tom Phillips


    He died in a Police shoot-out with Police in September - after four years on the run with his children.

    Acting Deputy Police Commissioner Jill Rogers says the cameras only occasionally spotted them.

    But she says it was never in circumstances that allowed police to safely intervene.

    A former NZSAS tracking instructor told the Herald he believed the cameras were either in the wrong places - or Phillips was aware of their locations.
