The Lake Dunstan Water Supply project was meant to be finished last year, but will now be completed in 2023.
The price has also been hiked to 16.1 million dollars - because of the discovery of problematic algae in Lake Dunstan and ongoing disruption to material deliveries.
Central Otago Mayor Tim Cadogan says it is frustrating.
He says one day the shipping delays will be in the past - and taps will be turned on to fresh drinking water.
