Grant Robertson will keep the Finance portfolio.
Stuart Nash is being tipped to replace Hipkins as Police Minister, and Jan Tinnetti is expected to take over Hipkins' education role.
Political Editor Jason Walls says new MP Barbara Edmonds is also expected to get a new role.
He says Edmonds could be given the Revenue portfolio, with David Parker being shifted to a different role.
