A 15-year-old boy who was driving a stolen car, and a 12-year-old girl who was a passenger in it, are dead, after speeding off from police in Palmerston North yesterday.
Police had been looking for the driver after he breached his bail conditions.
Te Wananga o Aotearoa tutor Billy Meehan says the Government needs to fund structured, compulsory programmes with more discipline for these kids.
He says we're always looking for a result and qualifications but these kids mainly need to learn life skills and understand consequences.
