It has commenced region wide maritime patrols to reinforce safety on the water.
Bay of Plenty Regional Council Harbourmaster Peter Buell says people weren't carrying enough life jackets, there were incidents of people speeding, a number of unnamed boats, and jet skis that were not registered.
He says last year in New Zealand almost half the deaths related to boating happened in the Bay of Plenty.
Buell says that's not a very good statistic and they need to do much better than that.
