Figures for November show there were 449 new dwellings consented compared with 422 the same time a year ago, at a value of $157 million.
The number dropped in Christchurch city to 208 - down from 221 a year ago..
Waimakariri and Selwyn experienced significant growth with 62 and 98 consented homes, respectively.
Nationally, the number of new consents was up 5.3 percent - with almost 33,000 homes consented in the year to November.
