Police say there's no evidence the agency unlawfully recorded meetings for Southern Response Insurance claimants between 2014 and 2017 surveillance.
Lawyer Grant Shand says it wasn't a proper investigation.
He says it's quite wrong to surreptitiously record meetings for an insurer, who's in conflict with all of the claimants at the meetings.
