The Phoenix have been hit with an invoice for 942 thousand dollars from Football Federation Australia for failing to reach off-field targets.
The Sydney Morning Herald reports even an increase of nearly 50 percent in home A-League crowds and boost in Sky TV ratings didn't meet the licence demands.
A make-good penalty was built in, if the Phoenix fell short.
Phoenix chairman Rob Morrison says the payment is "no big deal".
The bill further highlights the Phoenix's hopes of a future in the A-League hinge on independence away from the FFA.
