Local Government New Zealand says the buck stops with central government over council funding

The New Zealand Productivity Commission has released its draft report on local government funding and says councils need more support to tackle climate change and pressures on infrastructure.
Local government president Dave Cull says funding decisions are out of their hands.
He says there have been a number of reports over the years which have come to the same conclusion - that it's up to the government to act.
