    Matata locals are upset the Council has waited taken 14 years to reach a decision


    Property owners in the Bay of Plenty town have been offered a market-value payout for properties damaged by flooding in 2005.

    But Awatarariki Residents spokesperson Rick Whalley says the delay reveals the Council's true priorities.

    He says the Council is practising risk avoidance - rather than risk reduction - to keep costs down.
