Wayne Guppy says the thief broke the padlock on his gym locker last Thursday, and swiped his keys, wallet and cellphone.
His unmarked Holden Commodore, valued at 46-thousand-dollars, was then taken from the parking lot.
Mayor Guppy says he's not sure whether it was a targeted attack.
A 26-year-old Lower Hutt man has been charged with dishonestly taking the vehicle and will appear in court later this week.
