    Farmers are feeling like they're in deep water over the government's plans to clean up the waterways


    The action plan for Healthy Waterways aims to improve water quality in rivers, wetlands and lakes, within a generation.

    Freshwater Leaders Group chair John Penno says farmers will be hit the hardest because the majority of waterways run through rural land.

    The proposal includes rules for keeping stock out of waterways, restrictions on winter grazing and stock holding areas.
