    The man who killed Karla Cardno three decades ago has again been refused parole


    Paul Dally snatched Karla as she was cycling home in Lower Hutt in May 1989.

    He repeatedly raped and tortured the 13-year-old over 22 hours, before burying her in a shallow grave at Pencarrow Head.

    The now 58-year-old Dally will spend at least another 18 months in prison before he can be reassessed.

    The Parole Board decision released today says Dally accepts there's significant reintegration work required.
