Auckland Council has given licenses to four companies, which have all agreed to disable their e-scooters between one and five am.
The city's first operator in the market - Lime - missed out on a license this time.
Director of regulatory services Craig Hobbs says it's because the others made better promises around safety.
He says Council has no legislative power to shape scooter usage - so the licensing process is an important one for public safety and avoiding nuisance.
