Calls for Oranga Tamariki to accept responsibility - in the case of a four-year-old boy who was seriously injured after being returned to family

Kaumatua Des Ratima says the boy was injured last June, and put in his grandmother's care.
He says Oranga Tamariki then apparently decided to return the child to his father and stepmother -- against the wishes of the wider whanau.
Ratima says the family's contacted authorities multiple times, with concerns.
He says what he can tell, they were fairly certain among themselves that the baby wouldn't be safe.
Ratima says it's the step-mother and father who aren't speaking.
