The NRL is considering a rule change to get the game flowing

The ARL Commission, through its Project Apollo, is discussing a way to reduce penalties by simply awarding an attacking team six more tackles when infringed upon, rather than blowing a whistle.
Project Apollo has also been asked to consider dropping the number of referees from two to one.
NRL Head of Football Graham Annesley says it will reduce costs and align the game with international rules.
