Retail, cafe, malls, restaurants, cinemas and public spaces will re-open when the country will start the move to Level 2 on Thursday.
But Auckland Council's warning its libraries, pools, leisure centres and community centres are likely to reopen in stages, rather than all at once.
Council chief executive Stephen Town says how the city's 400 facilities reopen is being carefully considered.
Information on what will reopen, and when, will be released this week.
