The former All Blacks wing, who dotted down in the 2015 World Cup final at Twickenham, has signed up for Super Rugby Aotearoa, as well as the 2021 season.
Milner-Skudder was poised to join Toulon last year before a shoulder injury effectively ended those plans.
Milner-Skudder and the Highlanders have declined interviews over the signing, but in a statement he says he's looking forward to the Dunedin move and excited for a new opportunity.
