Canterbury DHB is building a new 150-million dollar medical tower block.
However, it will be half empty as the DHB doesn't have enough money for adequate beds.
Association of Salaried Medical Specialists executive director Sarah Dalton says the hospital actually needs two tower blocks, to address the bed shortage.
She says she doesn't think dollars and cents are the only measure of what's important in New Zealand and we need to put people first.
