Auckland's mayor says the Resource Management Act is not fit for purpose

Watercare has an application in with Waikato Regional Council to take more water from the Waikato River.
But, under the RMA, applications must be taken on first in first serve basis -- and Watercare's from 2013 sit way down on the list.
The city is currently facing it's worst ever drought and water restrictions are in place.
Phil Goff says he's been speaking with the Environment Minister on the issue.
He says to think they've waited for seven years and they're still 94th in line isn't good enough and the act needs to be changed.
