Rosewood Rest Home was found to have breached its obligations with Canterbury DHB around food, cleanliness and laundry services.
Documents obtained by the Herald show the DHB then took over the facility during the crisis.
DHB planning director Carolyn Gullery says it was because most of the staff - including the facility manager - were stood down to self-isolate.
She says it wasn't because of any concerns about resident's usual care.
Gullery says the residents missed their usual carers a lot - and many staff were heartbroken to leave them with people they didn't know.
