The incident began to unfold in the city's western suburb of Massey just before 10.30am, when two officers tried to stop a vehicle.
Police Commissioner Andrew Coster says they later found it crashed, and when approaching the vehicle the alleged gunman come out with a long-barrelled firearm.
Both officers were shot - one dying and the other being hospitalised with serious injuries.
A member of the public was also hospitalised.
Coster says charges against the 24-year-old also include attempted murder and dangerous driving causing injury.
He's not ruling out more people facing charges - saying the investigation's ongoing.
