The Crown continues its response at redress hearings for the Abuse in Care Inquiry today.
Clauses in settlements prevent people from making multiple claims.
Victims have spoken about accepting ex-gratia payments - but not being happy about it.
Senior Social Development Ministry official Garth Young confirmed the move towards settlements but wasn't involved in that decision.
He understands it brings more finality to matters ... and protection for the Crown.
