Official results are in and 50.7 percent voted against the Cannabis Legalisation and Control Bill - and 48.4 percent were in favour.
Otago University psychological medicine professor Joseph Boden says a large group of New Zealanders thought it was a good idea.
He says there's still a lot of interest in cannabis law reform.
The Prime Minister says she won't legalise recreational cannabis because even though it was close - there wasn't a majority.
