Another wet day for sodden Napier, which is still in a state of emergency

At least 16 homes are uninhabitable, about 30 people have spent the night at an evacuation centre, and more than 70 households have gone another night without power.
Civil Defence is urging people to avoid non-essential travel, and stop taking baths, running the dishwasher or flushing the toilet.
MetService lead meteorologist David Miller says another 40 to 60 millimetres of rain is expected between now and this evening.
He says there's also a heavy rain watch for the Hawke's Bay region, but the rain will ease by tonight.
Many schools plan to reopen this morning, but several roads still remain closed.
