Local Government Minister Nanaia Mahuta has been urged to intervene - but National MP Simon Bridges thinks Government should butt out.
Kapiti Councillor Gwynn Compton claims outdated frameworks and funding structures are putting pressure on councillors- and wants a Royal Commission to find solutions.
He says significant issues face local Government, including 40 years of under-investment in infrastructure and rapid population growth.
