The IPCA has released its findings into Donald Ineson's death in Darfield in November 2018 - killed when a bullet fragment hit his chest.
Two officers were called to reports he was threatening his wife and had fired a shot gun
Ineson struck one officer with his car when they arrived.
The pair fired 10 shots at him as he drove away.
The IPCA determined that the shooting was not justified for preventing Ineson's escape - BUT it was justified to defend the public
Authority Chair Judge Colin Doherty says in the officers' minds Ineson was volatile, dangerous and potentially suicidal.
