Police had to arm themselves with shields and batons when droves of drunken teenagers rampaged through the streets.
Some climbed onto the roof of Blackies Cafe in Williamson Park, and hurled bottles into the crowd and at Police.
22 arrests were made.
Thames-Coromandel District Mayor Sandra Goudie says it's incredibly disappointing and selfish behaviour.
A previous Blackies cafe owner, Denis Beaver, thinks a lack of events for young people may be a factor.
He says something needs to change, and because the council owns the park, it's up to them.
