Calls for an independent inquiry into the prison system following the riot at Waikeria

The 16 inmates who completely destroyed the upper jail facility in a six day revolt, claim they were protesting poor prison conditions.
Corrections Minister Kelvin Davis says the complaints were never raised prior to the riot, so their behaviour is inexcusable.
But Amnesty International's Meg De Ronde says the claims could hold some merit.
She says the Ombudsman found the same levels of concerns as what was raised by the inmates involved in the uprising.
Two reviews have been launched - one led by the Chief Custodial Officer, and one by the independent Corrections Inspectorate.
