The police conduct authority's found officers used inappropriate language and excessive force arresting a man in Whangarei

Two officers were called to reports two men fighting in May 2019 - and one pushed police, and fled.
The IPCA says using taser and pepper spray to stop the man was unlawful and disproportionate to the risk.
The Authority's Warren Young says language used was also unprofessional.
He says it was clearly a volatile situation - and the officers overreacted.
Police accept the findings and say they're confident the officers have learned a lesson.
