Luna Rossa will resume battle with INEOS Team UK tomorrow, with the Italians leading 4-nil, in the first to seven series.
Organisers wanted a delay, in the hopes the city will shift back to Level One next week.
In the Race Village, there'll be no public screening and no more than one-hundred people can gather.
Heart of the City chief executive Viv Beck says bars and restaurants will still be open with restrictions.
She says they want to make the most of the opportunity they have and the waterfront will still be a beautiful place to be.
