Helen Maree Dale Wilkins was last seen at Warkworth's Leigh Road Cottage at 5.30pm on November 7, 2017.
Staff didn't realise she was missing until 6.45 the next morning.
A coroner has now declared her dead.
Staff are now required to physically check on residents hourly overnight, a new gate at the front of the facility and a camera has been installed, as have double-sided locks on the back gate.
Alzheimer's New Zealand chief executive Catherine Hall says she's pleased to see the DHB is comfortable with the changes made.
