Environment Canterbury is leading a report from Te Uru Kahika - Regional and Unitary Councils Aotearoa - pushing for urgent action to meet climate change-induced flood risks.
Regional and unitary councils invest about 200-million each year in flood protection schemes - but the report estimates that's 150-million short of what's needed annually.
Canterbury Regional Council Chair Jenny Hughey says it's only going to get worse.
She says the only way councils can get through this, is with central government help.
