Older people, residents in aged and disability care .... and immunocompromised people 16 and over, are included.
The Medicines Act will be amended ro allow roll-out from mid-June, with most eligible from July.
Immunisation Advisory director, Doctor Nikki Turner, says two primary doses and a booster is sufficient for most people.
She says protection's starting to drop off after six months in older people, and those with more vulnerable immune systems.
