    The Independent Police Conduct Authority's found Police used excessive force arresting a man who'd run from a car containing a rifle


    During the January 2021 arrest in Hastings, an officer punched the man several times as he held his arms under his body so he couldn't be handcuffed.

    Authority Chair Judge Colin Doherty says the officer caused significant injuries, with force was disproportionate to the risk.

    Acting Eastern District Commander Inspector Andrew Sloan says the man posed serious risk to officer safety and force was necessary.

    He says the man's injuries were regrettable and he received medical care.

    The man was found guilty of resisting arrest.
