    A review's likely to reveal whether Hawke's Bay Regional Council should've moved sooner to open Wairoa's river bar


    The district's state of emergency lifted this morning - after last week's deluge badly damaged more than 100 homes.

    The Government's looking into the response, and locals' claims clearing the river sooner might have reduced the flooding.

    Chief Executive, Nic Peet, says the conditions for open it up hadn't been met in the days before the storm.

    He says they're waiting to see what's found in the review - and it's a good opportunity to look at their operational response.
