A look at whether post-disaster response adds unnecessary stress

The past decade has been challenging for those in the Hurunui District with earthquakes, a four year drought and cyclones.
Otago University PhD student David Wither is researching whether government causes unnecessary or additional stress.
He says one example of this is the four million dollar fund for uninsurable infrastructure, available to farmers.
Wither says that fund came with a lot of criteria that made almost no sense in the situation so initially they struggled to give away even a quarter of the fund.
