    The Regulation Minister believes more rules on grocery stores won't improve the state of the sector

    The Grocery Commissioner's report into the sector, found no meaningful improvement in competition, increasing margins and high profitability.

    But David Seymour says what's really needed is more overseas investment to bring competition, and changing resource management laws.

    He says the whole wider economy is over-regulated -- and it needs to be called out.

    Seymour says someone in the 30 Government needs to say people are spending too much time on rules, and not enough time on getting on with what it is they're doing.
